(a)   There is hereby established a park and recreation committee of this city. Which shall consist of five members appointed by the mayor and approved by the governing body, who shall serve without compensation.

(1)   One permanent position filled by Home Enterprises, Inc.

(2)   One position filled by the parks council person.

(3)   One position filled by appointment for one year

(4)   One position filled by appointment for two years.

(5)   One position filled by appointment for three years.

The members of the park and recreation committee shall elect a chairperson, a vice chairperson and a secretary.

(b)   Duties. Each park and recreation committee shall have the power to perform duties and exercise all the powers conferred and imposed upon it by the city council, to:

(1)   Make and adopt rules and regulations for the operation of the park system;

(2)   Conduct the activities of the park and recreation system on any property under its custody and management, or with proper consent, on any other public property and upon private property with the consent of the owners;

(3)   Receive or reject any gift or donation from any source;

(4)   To manage paid and volunteer person’ to help in the proper operation and care of the park and recreation system.

(5)   To submit annually in march, a proposed budget for the operation and care of the park and recreation system to the city council.

(c)   Membership term. Upon the expiration of the initial terms of office as herein; provided, each appointed member may serve again. Appointed members may be removed sooner by the city council by unanimous vote.
