The Standard Traffic Ordinance as adopted is hereby modified by adding thereto the following:

       The governing body may, by resolution, establish and fix the location of such traffic control devices as may be deemed necessary to guide and warn traffic under the provisions of this chapter, other traffic ordinances and the state laws. The city shall place and maintain such traffic control signs, signals and devices when and as may be required by the authority of the governing body to make effective the provisions of this chapter and other ordinances for the regulation of traffic. Any official traffic control device placed pursuant to this section shall be marked and labelled on a map of the City of Galva for the purpose of displaying all such traffic control devices and shall be filed with the city clerk to be open to inspection and available to the public at all reasonable hours of business.

(a)   It shall be unlawful for any person to operate a truck in excess of a gross weight of more than 20,000 pounds, or a truck trailer, or semi-trailer with a gross weight of more than 20,000 pounds on any street in the city other than on McPherson Street and Main Street.

(b)   The terms of this section shall not apply to vehicles loading or unloading on the streets of the city or semi-tractors traveling to and from the operator’s residence and/or place of business.

(c)   No person shall park any of the above named vehicles on any street of the city in a residential area or business district except as provided in subsection (b) above.

It shall be unlawful for the driver of any vehicle to turn such vehicle across the center line for the purposes of obtaining a parking place on the opposite side of the street from which said driver is traveling, within the city business district.

It shall be unlawful for the driver of any vehicle to turn such vehicle so as to proceed in the opposite direction anywhere within the business district of the City of Galva, Kansas except at an intersection and shall then be made only provided such movement can be made in safety without interfering with other traffic.

It shall be unlawful for the driver of any vehicle to back out of a parked position and cross the center line to travel in the opposite direction of which they parked, in the business district of the City of Galva.

(a)   Every person operating a vehicle within the city shall drive such vehicle in a careful and prudent manner, having regard for the widths, grades, curves, corners, traffic, surfaces, uses and other attendant circumstances of the city's streets or roads, so as not to endanger the safety of persons or property. Failure to drive in such a manner shall constitute careless driving, which is hereby declared to be unlawful.

(b)   Upon First conviction of this provision a person will be fined $200.00 plus court cost.  Upon second conviction of this provision a person will be fined $300.00 plus court cost.
