All residential lots in the city shall have two side yards and neither side yard shall be less than five feet in width.

It shall be the duty of the city superintendent, or any person working under his or her direction, to enforce the provisions of this article and to refuse to issue a permit for any building or structure which would violate the provisions hereof, and to cause any building or premises to be examined and inspected, and to order in writing the remedying of any condition found to exist thereon or that in violation of any provision of this article.

If any building hereafter is erected, altered, repaired, converted or maintained, or any building or structure used in violation of this article, the city superintendent is hereby authorized and directed to institute any proceedings to prevent any such unlawful action or use, to restrain, correct or abate such violation and to prevent any illegal act, conduct or use on or about such premises.
